Gandalf the Grey makes it very clear, several times, that he could not defeat Sauron in one-on-one combat. ... But this very humility made Manwe insist that Gandalf be one of the Istari, one of the Enemies of Sauron. Gandalf also indicated clearly he was a close match to the Lord of the Nazgul, but not to Sauron himself.
