Well Arceus IS shiny-locked, in all legally obtainable events it's just that one of the Japanese events is locked to always be Shiny(Also comes with the event-only moves Blast Burn and Hydro Cannon but not Frenzy Plant for some reason). Getting the event was completely random however.
