Starting in 1980 and again after the 1982 midterm elections,
President Reagan worked with a split Congress with a Republican majority after the 1980 Senate elections and a Democratic majority after the 1980 House elections. The conservatives (whom Reagan backed) lost a substantial number of seats in Congress in 1982.
