Is it correct to say looking forward to seeing you?

I'm looking forward to see you. It can be a preposition + noun/pronoun as in "to someone/to something". ... So it is no good learning "to look forward to" because the learner does not know what follows, a noun or an infinitive. The proper way is to learn "to look forward to sth (something).
