Is family matters a spin off of perfect strangers?

In the fall of 1989, after two seasons on Perfect Strangers, Harriette's character was given her own spin-off series, Family Matters. Joining Perfect Strangers in the TGIF lineup, Family Matters would eventually run longer than its parent show.
