Is Luke Skywalker Rey's dad?

Star Wars: Rise of Skywalker, Rey's father is . . . The popular expectation is that Rey's father is Luke, but her father is actually Emperor Palpatine. This makes sense of several puzzles from the previous films: Why is Rey such a powerful force user that she can defeat Kylo Ren the first time she confronts him?
